Chandrakant Patil on Simplified Land Conversion Process

Different government departments are aimed to work for a specific purpose and achieve their targets within the stipulated period. For different ministers and eminent political personalities, it is very difficult to show their steady progress, so that people can judge their performance and accordingly the desired results can be seen in the next election. Every political party has its own set of principles and each party follows those principles. All ministers and workers from that party are aligned to work in this manner. From 2014 elections in Maharashtra, the BJP government is working actively under the leadership of Honorable Chief Minister Shri. Devendra Fadnavis. His complete cabinet is giving outstanding performance and their work is admired by the people for the last 4 years. The Revenue Department is not an exception to this appreciation. Revenue Minister of Maharashtra Mr. Chandrakant Patil is famous for his innovative practices in his departmental work along with his loyalty towards the work. His level of work-process is totally based on unique and different parameters and no earlier politicians from the respective department could reach that level to present surprising and optimistic changes in the governing style.
Mr. Chandrakant Patil is basically from Kolhapur, southern district of Maharashtra and the backbone of this district’s economy is agriculture sector. Being a part of the rural community Mr. Chandrakant Patil closely understands the issues and problems faced by rural public and he is always positive towards solving the problems with feasible solutions for these people efficiently.
In villages, people had to visit the collector office or the Tehsil office for various revenue related processes. Earlier, the people from these regions were frustrated with the upsetting processes to accomplish these tasks. Insufficient time given by authority, incomplete set of documents available, need for online procedure completion, no technical knowledge to the village people about the processes, etc., all these factors resulted into a big headache for the rural people for various processes including the conversion of agricultural land process, acquisition of documents, transactions of lands, etc.
Many visits were required for completion of a process. In fact, this department was always questionable for its processing steps and people were even scared with the departmental process. But when Mr. Chandrakant Dada Patil was appointed as the Revenue Minister in Maharashtra state, the improvement in the state of affairs is clearly visible. Revenue department under the leadership of Mr. Chandrakant Patil is showing steady progress and performance, which is strongly appreciated by people as well as his political counterparts and leaders.
Revenue Department under the guidance of Mr. Chandrakant Patil has taken the decision to simplify the process of conversion of agricultural land too, to help villagers and farmers. It is the best move taken by the Revenue Department, which can boost the development in the state making life easier for the rural people. The state cabinet is working to simplify the process to convert agricultural land in towns, and cities into non-agricultural land easily. The main beneficiaries will be the plot owners. The simplified process is going to reduce the visits of plot owners to the Collector Office for the conversion process giving them a little relief. The plot owners are not needed to take prior permission from the Collector for the conversion process of the plots under residential township or industrial unit development plan. It will be an added advantage as the chances of unfair deals, complaints of undue delay, and corruption from the Collector’s office also will get reduced due to this decision.
This decision is going to be implemented for municipal corporations and council in Mumbai, Thane, Navi Mumbai and other areas. With early systems, landowners were supposed to take permission of the municipal body for their non-agricultural plans. Once this permission is given, the owner needs to intimate the Collector within one-month. Now there will not be any need to take permission from the Collector and consequently, Collector office visits, appointments, and big queues are not required. Revenue officials will complete the process with one-time land conversion tax and non-agriculture cess.
This process is applicable to direct landowners. But not for those people who have leased land from the government, they still require Collector’s permission. Luckily, the Revenue Ministry has simplified the process to the leaseholders also. The simplification of the conversion process is going to increase the speed of the application process. Due to the earlier processes, many applications are still pending for this conversion process in Mumbai and different areas of the state. These pending applications will get quick clearance due to the simplified process now. Rural area landowners will also get the benefit of the simplification by reducing their visits to the district office and definitely, it will improve and accelerate the speed of the processes.
Mr. Chandrakant Dada Patil has taken the right decision with reference to revenue processing in the state and is working remarkably since the beginning of his inning as a Revenue Minister. Definitely, landowners are delighted for the great work about the land conversion simplification process. He has proved again and again that the development and implementation go hand in hand. The common man loves his skills and how he thinks, bringing changes at the grassroots levels.
